Paul is an internationally recognized AAM and UAS expert whose background in aviation, surface transportation, and technology provides a unique perspective on integrating innovative solutions across industries. He currently leads the Aerial Technology Team at Rawlins Infra Consult. Over his 27+ year career, he has conducted pioneering national research for the Transportation Research Board (NCHRP), Federal Highway Administration (FHWA), and Michigan Department of Transportation, advancing safe and effective UAS and AAM integration into multimodal transportation systems. His work spans Cooperative Intelligent Transportation Systems (C-ITS), beyond visual line of sight (BVLOS) operations, UAS traffic management (UTM), and airport-centric AAM planning. Mr. Wheeler has authored and contributed to first-of-their-kind guidance manuals and implementation frameworks, including NCHRP Research Report 1147 and NCHRP 23-20, and has directed initiatives such as the Utah AAM Statewide Feasibility Study and the New England Transportation Consortium’s UAS Integration Program. Serving on multiple national and international committees, he continues to foster innovation through emerging technologies and is passionate about enabling a new era of safe, connected, and sustainable aerial transportation.
