Emily Warren serves as Deputy Secretary for Innovative Mobility Solutions at CalSTA. She oversees programs focused on autonomous and zero-emission vehicles, advanced aerial mobility, and other novel technologies across all CalSTA departments - including Caltrans, the Department of Motor Vehicles, the California Highway Patrol, and the California Transportation Commission. Before joining CalSTA, Emily spent 13 years in the transportation technology industry, including early-stage policy leadership roles at Lyft, Lime, and Embark Trucks. She began her career as an aide to a Member of Congress from San Diego. Emily holds a BA from UC San Diego and an MPA from the University of Pennsylvania. She serves on the Leadership Council of the National Center for Sustainable Transportation and the advisory board of the UCLA Institute of Transportation Studies.
