Charles Turner is currently an Associate Director of Automated Traffic Enforcement(ATE)for the District of Columbia’s Department of Transportation (DDOT). His team manages the operations of one the longest-running and most innovative camera enforcement programs in the USA. As of March, 2024the team has completed a 250%increase in the number of enforcement cameras. Since August 2023the program has grown from 134 to 477 units. The program will support safety with new Bus Lane and Bus Zone cameras, school bus stop arm cameras, and the upgrade and expansion of red-light, speed, truck zone, and stop sign enforcement cameras. The program has been innovative in establishing a data-driven process for site selection and program operation management resulting in cost-effective optimization of assets across the District to enhance safety in school zones, high injury corridors, and local roads supporting the District’s Vision Zero and Move DC goals. Charles has over twenty years of full life cycle industry and government program management expertise resulting in the implementation of safety programs in the states of Pennsylvania, Maryland, Tennessee, Mississippi, and Florida
