Speaker Bio
Bill is a native of Rumford, ME, and a graduate of Worcester Polytechnic Institute (WPI). Previous to his current position, Bill served as NHDOT State Traffic Engineer from 2000 to 2023. As State Traffic Engineer, Bill was responsible for the design, maintenance, and operation of traffic control devices on all state highways. In his current role, he is responsible for the Department’s Highway Safety and Active Transportation programs. He has built a national reputation as an advocate for credible speed limits. He has presented on the subject at the ITE annual meeting and has served on an ITE Technical Advisory Committee (TAC) on speed management. He currently chairs an NCHRP panel on Integrated Strategies for Managing High Travel Speeds. Bill and his wife raised two sons in Boscawen, NH.
