Ellen Coulter joined the Arkansas Department of Transportation in 2021 as the Media Communications Manager. Prior to joining ARDOT, she worked in broadcast news, print journalism, nonprofit communications, and government communications. She holds Bachelor’s degrees in Journalism and Spanish from the University of Arkansas, and a Master’s degree in Public Administration from the University of Arkansas – Little Rock. Ellen was born and raised in St. Louis, Missouri.
