Carl L. Johnson, P.E., serves as Chief Engineer for the Texas Department of Transportation (TxDOT), overseeing Engineering and Safety Operations and District Operations statewide. A 1989 graduate of Texas Tech University, he began his TxDOT career in 1995 in the Brownwood District, where he served in a variety of roles over 22 years.
Mr. Johnson was appointed Abilene District Engineer in 2017 and Fort Worth District Engineer in 2020, leading major infrastructure initiatives in one of Texas’s largest districts. In 2022, he became Director of District Operations, providing leadership for all 25 TxDOT districts statewide. His collaborative work with industry partners, legislators, and community leaders helped drive record project lettings and advance TxDOT’s strategic goals. He was appointed Chief Engineer in July 2025.
