Paul Tinsley is the Division Head of Materials for the Arkansas Department of Transportation. Tinsley graduated from Arkansas State University in 2001 with a Bachelor of Science in Engineering.
After working for ARDOT as an intern in a Resident Engineers Office, Tinsley began his professional career at ARDOT in 2002. He spent nine years in the Construction Division before transferring to the Geotechnical Section of the Materials Division in 2011. Tinsley led the Geotechnical section until 2020 when he was promoted to Assistant Division Head of Materials and was promoted to his current position in 2022. Tinsley is a Registered Professional Engineer.
