Streamlining Project Delivery by Incorporating Mitigation in the Transportation Planning Process

Mitigation is oftentimes an afterthought of developers and transportation agencies due to a lack of programmatic planning. Often, Permittee Responsible Mitigation (PRM) sites are identified adjacent to linear projects that are owned or available to the state through Right of Way (ROW) acquisition during project development. While ‘available’ sites may contain regulated resources and appear cost effective they add 1) risk to a project budget 2) additional coordination requirements for agency staff and 3) uncertainty to project timelines. Alternatively, State DOTs can partner with mitigation providers to develop a bank-first approach to find the ‘right’ sites and plan for mitigation bank solutions that address the program needs of State Transportation Agencies on time and on budget.
