Miguel “Mike” Arellano, P.E., serves as Deputy District Engineer for the TxDOT Austin District. He has 28 years of experience in transportation engineering. Mike received a bachelor’s degree in Civil Engineering from the University of Texas at Austin in 1997. He started working for TxDOT as a contract employee through the Center for Transportation Research (CTR) of the University of Texas at Austin.
Upon graduation, he started his TxDOT career with the Materials and Pavement section of Construction Division as a geotechnical engineer, specializing in forensics of earth and pavement structures. In 2006, he had the opportunity to become the Materials and Pavement engineer for the TxDOT Austin District. During this time, Mike designed thin overlays specifications used in TxDOT and by other transportation agencies, and he also developed the first risk-based pavement asset management system in TxDOT. In 2014, Mike became the District Maintenance Engineer and two year later he became the Director of Maintenance for the Austin District. In March 2018, the Austin District merged maintenance and traffic operations and Mike became the first Director of Operations for the Austin District. In September 2019, Mike assumed his current position as Deputy District Engineer.
In his time with the Austin District, he has led multiple humanitarian effort like Mobility35 Initiative to Address Homelessness, the supportive transitional housing project called Esperanza Community and Human Trafficking Awareness initiatives. Mike is currently leading efforts to implement emerging transportation and sustainability technology projects for the Austin District. Mike spends his most valuable time with his family camping, fishing, or attending sport events.

Lori Wagner serves as the District Manager of Administration for the TxDOT Austin District leading district interoffice operations, legal audits & agreements, human resource programs, special projects & events, and functions as a chief of staff to the District Engineer and Deputy District Engineer.
Lori began a career of duty and public service in 1989 when she joined the United States Navy and served in several leadership roles in her naval career. After her honorable service, she became a successful small business owner, property management manager and became a high-level manager for a Central Texas construction company. Her sense of public service led her to TxDOT in 2007 and began her TxDOT career with the Austin District inspecting and managing a prototype performance-based contract for the Central Texas Turnpike System (CTTS). Lori advanced to become a contract specialist for the Austin District Maintenance Office in 2011. In 2014, Lori began managing local legal agreements such municipal maintenance agreements, multi-use agreements, and various other ROW usage agreements. In October 2015, Lori became the first FHWA/FEMA reimbursement coordinator for the Austin District. By 2016, Lori became the Austin District Business Operations Manager responsible for managing all contracts, projects lettings, legal agreements, and budget management. In 2019, Lori began to serve in her current role as the Austin District Manage of Administration. In this role, Lori supports and reports directly to the District Engineer and Deputy District Engineer, providing oversight of District Administration section such as business services, district safety, legal agreement services, and HR-related services. Lori acts as the principal district administration officer reviewing legal documents, managing audits, directing district wide interoffice operations, assisting with district policy development, and providing advisement to the District Engineer (DE)/Deputy District Engineer (DDE) on executive level decision. Lori also supervises Austin District Administration staff responsible for department and district initiatives, event planning, department programs, ROW usage, special local government and agency agreements, and special projects.
