Pamela Cotter is Administrator of Planning at RIDOT, where she leads the Department’s Planning Division, overseeing planners, engineers, policy analysts, and asset management professionals. Her work focuses on transportation planning, federal policy, asset management, resiliency, and innovative transportation initiatives, including connected and autonomous vehicle efforts. Pamela has played a key role in advancing Rhode Island’s transportation investment strategy through grant development and her contributions to the award-winning RhodeWorks program.
