Description
Under a FHWA GHG Performance Rule that was eventually struck down by the courts, states were required to set a declining emissions reduction target under the four-year reporting period between 2022 and 2025 for emissions occurring on National Highway System (NHS) roadways. Many NASTO states did the work of creating decarbonization performance measures as the matter was being debated in the courts. And because most are committed to aligning the FHWA rule with their states’ broader decarbonization goals, our panel will explore the state measures around reducing carbon in the transportation sector, and what’s next for those efforts.
